Area V: Administer and Manage Health Education/Promotion
In this area of responsibility, we administer and manage the health education program. First the financial aspect needs to be assessed. This is where the financial resources and needs are identified and a financial plan is developed. Since funding is paramount in health education programs, we must identify all potential external and internal funding sources. Budget requests and reports are prepared along with the program budget. After a cost analysis is conducted for the proposed program, requests can then be created for funding proposals and grant proposals can be written. There a few things necessary to be managed within this area which are technology resources, relationships with partners and stakeholders, and human resources (HR) for the program. Technology is extremely helpful with organizing data. It is important that program officials maintain the integrity and the storage of all data used throughout the research and program process. Communicating and discussing the program needs with all those involved allows for a strong relationship with partners and stakeholders. The feedback from all those involved is valuable and shouldn’t be ignored or discounted. Managing human resources consists of recruiting employees and volunteers, identifying the needs of the workforce, developing job descriptions, applying HR policies, enhancing and implementing strategies towards professional development on the individual and team level, administering performance evaluations, and employing conflict resolution methods.
While managing these various aspects of the program, it is important to gain and maintain program acceptance and support while demonstrating strong leadership characteristics. Within the NWFCCC, we have identified external funding sources in which some of our counties within our region have applied for (5.1.3). For example, there was a funding opportunity for breast cancer education through the Florida Breast Cancer Education Foundation (5.1.11). The opportunity was sent out via email to all collaborative members. A member of Gadsden county applied for the grant and was awarded $5,000 to be used to partner with the Breast Cancer and Cervical Cancer Program in their county which started November 2016. This grant is also currently being used to provide education classes, explain risk reduction, and early detection such as free mammogram screenings. The project is called the "Pink Ribbon Supporters" and they will provide the educational piece for each monthly workshop. They have a minimum goal of 100 community members with an emphasis on women ages 18 to 45 years in Gadsden County. The end date for the grant is June 2017. Also, another one of our counties, Liberty County, applied for the Risk Reduction of HPV Related Cancers Funding Opportunity (5.1.11) which uses evidence based interventions to support the Florida Cancer Plan. Unfortunately, they were not awarded the funding though. The NWFCCC is heavily based on managing effective communication between its members, stakeholders, and its fellow regions (5.3). We do this through monthly collaborative meeting calls with members where we create monthly meeting agendas and thorough minutes, which are then sent out to all members via email. This enables everyone to remain up to date on everything that is going on within our region and allows for any feedback to given as well (5.3.5). We also have monthly regional coordinator calls where all six regional coordinators and our state representative discuss any state changes, program resource needs, and keep each other updated on all events and activities taking place within each region (5.3.2). Within our northwest region, we have little to manage when it comes to human resources. We have the grant coordinator, the assistant grant coordinator (which is myself), and two chairs (5.6). At one point during the transition of grant holders for the collaborative, we needed two new chairs each for the collaborative and the Sun Safety committee. So, I developed chair descriptions and requirements for each (5.6.2) and sent those out to all members via email. As a result, we were successful in securing two new chairs for each group which has worked out well with both individuals so far.
